## What does it do?

The annual budget build is a massive coordination effort: dozens of departmental submissions in different formats that must consolidate into a coherent, target-aligned plan.

This agent runs the build: it structures submissions, consolidates them, reconciles bottom-up to the company target, flags gaps and outliers, and runs scenarios — turning a chaotic process into a managed one.
